Dutchess County to Host Rabies Vaccine Clinic in Amenia

The Dutchess County Department of Health (DCDOH) is partnering with the Hudson Valley Animal Rescue & Sanctuary (HVARS) for a free rabies vaccination clinic on Saturday, November 22nd from 10am-1pm at Amenia Town Hall, located at 4988 State Route 22. Rabies vaccines will be available for dogs, cats and domestic ferrets that are three-months of age and older. Pre-registration is required; registration opens on Wednesday, November 5th at hvars.org.

The clinic is free for Dutchess County residents and $15 per pet  for non-residents. All dogs must be on a leash, and cats and domestic ferrets must be in carriers. Vaccinations will be good for three years with proof of prior vaccination. For those without proof, the vaccination will be good for one year. Microchipping will also be available at a cost of $45 per pet, and a one-year distemper vaccine for $25 per pet.

Under New York State law, rabies vaccinations are required for all cats, dogs, and domestic ferrets by the age of four months. Owners are required to maintain regular vaccinations to ensure their pet is properly immunized against the rabies virus. Those who fail to comply, can be fined up to $200 if their pets are found to not be up to date on rabies vaccination.

Residents who see an animal acting strangely are advised to contact their local police agency. If a person or a domestic pet is bitten or is in contact with any animal, please contact DCDOH at 845-486-3404 Monday through Friday 9 a.m. to 5 p.m., or 845-431-6465 on nights and weekends. Staff will investigate and advise the pet owner of any necessary steps to ensure the safety of their animal.

2025 Veterans Day Community Observances

Poughkeepsie … To honor and show appreciation to veterans, Dutchess County Executive Sue Serino and Veterans Affairs Director Adam Roche encourage residents to attend the County’s Veterans Day ceremony on Tuesday, November 11th at 11 a.m. at the Dutchess County War Memorial, located at the intersection of Raymond Avenue and Main Street in the Town of Poughkeepsie.

Dutchess County Executive Sue Serino said, “On Veterans Day we honor and recognize the courageous, selfless individuals who have served our great nation. We are so grateful to our Dutchess County veterans and are proud to help ensure they have access to the services and programs that they need. Several events are taking place across the county this Veterans Day, and I hope everyone will take a moment to celebrate the brave men and women who have served in the armed forces to keep us safe.”

The County’s ceremony will gather local veterans and will include a wreath presentation and community prayer. Veterans Historian and Honor-A-Veteran Committee member Craig Marshall will be the keynote speaker and offer remarks; and the Poughkeepsie High School Junior Reserve Officers’ Training Corps (JROTC) program will present the colors.

Leading up to Veterans Day, Dutchess County will again participate in “Operation Green Light,” an initiative created by the New York State Association of Counties, the New York State County Executives Association, the New York State County Veteran Service Officers’ Association and the 62 counties of New York State. The initiative asks New Yorkers to change one light in their home or business to green and calls on government partners across the state to illuminate municipal buildings and assets green during the week of Veterans Day to publicly recognize and thank veterans for all their service to the country. Dutchess County will join “Operation Green Light” and illuminate the County Office Building in the City of Poughkeepsie and the Veterans One Stop in Pleasant Valley in green lights from November 4-11.

Local municipalities throughout Dutchess County will also host Veterans Day ceremonies to honor and remember those who have sacrificed in defense of our country. The Dutchess County Office of Veterans Affairs reached out to local municipalities and community organizations and has compiled the following listing of events taking place on or around Veterans Day. Dutchess County Transportation Council

The Dutchess County Transportation Council is updating the Coordinated Public Transit-Human Services Transportation Plan (Coordinated Plan), which aims to improve transportation options for older adults, people with disabilities, low-income individuals, and others who struggle to access reliable transportation. Visit the North East-Millerton Library Annex on October 22. 2025 from 3:00 PM – 4:00 PM for a conversation about how we can address transportation gaps and improve access to basic needs. We want to hear from you about the transportation challenges you face and the changes you would like to see!

Declaration of State of Emergency

A State of Emergency is hereby declared in the Village of Millerton, effective at 4:00 p.m. on October 3, 2025.

The State of Emergency has been declared due to a fire at the Village Highway Garage which has damaged the Village’s water supply infrastructure and highway equipment.

Such conditions threaten the public safety of the citizens and residents of the Village of Millerton.

This State of Emergency will remain in effect for thirty (30) days or until rescinded by the Village Mayor.

As the Chief Executive of the Village of Millerton, Dutchess County, State of New York, I, Jenn Najdek, exercise the authority given me under Section 24 of the New York State Executive Law, to preserve the public safety and hereby render all required and available assistance vital to the security, well-being, and health of the citizens and residents of the Village of Millerton.

I hereby direct all departments and agencies of the Village of Millerton to take whatever steps necessary to protect life and property, public infrastructure, and provide such emergency assistance deemed necessary.

Public Notice: Environmental Assessment and Preliminary Finding of No Significant Impact – Village of Millerton for Wastewater System Project

The Environmental Protection Agency (EPA) has prepared an Environmental Assessment (EA) and Preliminary Finding of No Significant (FONSI) for public review and comment for 30 calendar days before making the decision on whether, and if so how, to proceed with a proposed action. The EA evaluated the issuance of a Community Grant award to the Village of Millerton for Wastewater System Project.

The project components would include construction of a new wastewater treatment plant associated infrastructure including installation of sewer mains, lateral connections, and a treated effluent discharge pipe into Webatuck creek. Congress appropriated $959,752 earmarked for the Village of Millerton under the Consolidated Appropriations Act, 2024 (P.L. 1187 – 122) to the Wastewater System Project.

EPA considered two alternatives for the Proposed Project: The Proposed Action and the No Action Alternative, which are analyzed in this EA pursuant to Section 102 of the National Environmental Policy Act (NEPA) of 1969 and EPA’s NEPA procedures under 40 CFR part 6. The EA did not identify significant effects to resources as a result of implementing either the Proposed Action or the No Action Alternative. However, EPA will consider public and agency comments prior to making its decision regarding implementation of the proposed project. After evaluating any comments received, EPA will make a final decision. The preliminary decision and finding will become final after the 30-day comment period expires if no new significant information is provided to alter this finding.

NEW Streetlights for the Village of Millerton

On December 19,  2024 when dark came to the Village of Millerton and the streetlights automatically illuminated, the light that came on was different. Instead of the eerie orange glow from the former high pressure sodium vapor lamps, this light came from LED diodes.  The project to convert all 138 light fixtures began a number of years ago and will result in lower electric bills for the Village, a higher quality of light for those in the Village and contribute to a significant drop in energy use. According to Mayor Jenn Najdek, “The Village is now paying Central Hudson about $600 per month for the streetlights instead of $2900.  That’s a savings of $27,000 for us per year.”

Volunteers Christine Bates, Laurie Kerr and Jennifer Dowley did extensive research on the viability of this project consulting government resources and several towns to find the most effective processes and vendors.  The Village of Millerton eventually contracted with Real Term Energy that finished the work in December. The new LED lights have an average lifespan of 25 years compared to  5 ½ years for the former high pressure sodium vapor ones.   Also, the quality of light from the new fixtures is significantly better – colors are bright and true.   They are also dark sky compliant because the lenses direct the light beam down where it’s needed rather than dispersing it into neighboring windows and the surrounding landscape. Controls on each fixture allow the lights to be monitored remotely for maintenance.

This project is a high impact Climate Smart action that will mean an estimated saving of 22,300 kWh of energy per year.  This is comparable to approximately 40,000 miles driven by a gas-powered car. Kathy Chow, Millerton’s Climate Smart Coordinator, stated: “This project is an important step in our community’s journey of reducing carbon emissions and building climate resiliency… beautifully.”

Medical Waste Box

A Medical Waste Box is available in the Village Hall at 5933 N. Elm Avenue. The Village Hall is open Monday-Thursday 9am-4pm and the Medical Waste Box can be accessed during those hours. The following waste items are accepted at this Medical Waste Box: prescription medications, prescription ointments, prescription patches, over-the-counter medications, vitamins, samples, and pet medications. Waste segregation can help reduce the risk of injury or exposure so the following items are NOT accepted at this medical waste box: hydrogen peroxide, inhalers, thermometers, needles (sharps), ointments, lotions, liquids, and aerosol cans.
